Should people be fined for their crimes based on their income?

Imagine if the severity of the act and the offender's money could both be taken into account when determining fines. For the same infraction, what happens if the wealthy must pay a larger fine than the poor? Do you think this is a good idea or not?
 
I don't think it would be fair though as most persons we spend less compared to some. This would also lead to a situation where people would start hiding their assets.

Fines are taken according to the crime. Here income cannot be taken into consideration.
