In India most misappropriation of funds charges are leveled on the government officials and most of the times the political heads, the ministers move around scott free. This is not fair. The ministers are also the signing authority and have to be equally accountable for government fund misappropriation and substandard work of government projects or failure of government projects.

That's the issue of truth hard to twist when laws are mediated by crook and corrupt politicians, lawyers and police.
