According to the report, over 1,300 pilgrims died during the Hajj pilgrimage, which took place amidst extreme heat, according to Saudi officials. Riyadh said 83% of the people who died did not have official permits for the pilgrimage.

I don't think so. It's because they lacked common sense. They should not have planned their tour in such heat.
 
All we have to do is pray for the eternal repose of their souls. Agree, it's their decision to attend the pilgrimage but it's also wrong because they failed to calculate their decisions that ended their lives.
