A service company has a policy of "if we are a minute late, don't pay us". What do you think of that?

So I want to patronize some decorators. And after agreeing on everything, I remind them of the timeline to deliver. They told me that they have a policy that if they deliver a minute late, the client should not pay them.

And it is so in their policy document. Don't you think that is too risky?
 
That is competence in its highest level. The fact that they're ready to forfeit their pay if they can't deliver on time is really something I would consider as competence and capacity. It might seem risky but it helps them have an edge over others.
