A staff that is insubordinate to management. Should such a staff still be kept?

There are some staff that are insubordinate to management to the point that they would refuse to do what management instructs. Isn't it right to just summarily fire such as staff before he spoils the organization?
 
An insubordinate staff should be investigated for any breach in his right by management. If none, he or she shouldn't be kept in the organisation.
