Any AI tools that can be used to generate cartoons on mobile?

Cartoons and animations are fun parts of entertainment. And I wish to be able to generate cartoons with my smartphone. Is there any specialized app that can be used to generate cartoons with my smartphone? Is the app available for download on playstore?

Am pretty sure there are some, though it might not be free to use. I am also searching for one myself. There are some projects I want to work on.
