App blocking device when payment is requested

Earlier I had received payment from one app. When I requested a payout a second time, I got the message that the device has been blocked. Has anyone faced a similar problem and what could be the reason for blocking?

I am requesting a payout after more than 3 months, the app has disappeared now from google playstore, I think will remove the app after some time.
