Are there ways that schools can partner without running as a partnership business?

When it comes to partnership, we always envisage two separate entities pulling resources together to run one business. But partnerships can exist even as independent businesses. Let's take for instance, two high schools. There are certain things that they can build partnership for a common goal together. Which areas can a school partner together strategically?
 
Some schools even do exchange programs between them as a form of partnership that mutually benefits them.
 
I think that would cause business wrangles with time as partnership businesses are clearly defined by a special legal management systems for that matter.
If two owners of schools are close friends, they can collaborate and partner on multiple projects in their schools without wrangles.
 
Schools can totally work together without becoming one business. I have seen schools partner up just to organize events like debates or sports competitions. Others might team up to run exchange programs or share certain resources, like special teachers for subjects one school might not offer. It is really just about helping each other out for mutual benefit.
