On Thursday, emergency teams were on the ground in Solana, Cagayan, aiding people while the local government unit (LGU) carried out preemptive evacuations. They assisted in relocating thousands of people as the government issued its highest alert in reaction to the approaching storm. Cagayan had already been ravaged by a previous storm, and Typhoon Usagi, also known as Typhoon Ofel worldwide, posed a new threat. This is the fifth storm to strike the country in just three weeks. According to PAGASA, Typhoon Usagi's gusts are likely to wreak practically utter damage to light-material structures. According to AFP, the civil defense head expects up to 40,000 people to be relocated to shelters. Following Typhoon Usagi, Tropical Storm Man-Yi is expected to strike Manila, the country’s capital this coming weekend.
