At which point should a business strategy be given up on because it is not working?

Business people are always told to be defiant and resilient. They are supposed to push through difficult situations.

But it is also important to know when a business strategy is not working so one knows when to give up and change strategy. At which point should business strategies be given up on?
 
When the business strategy has been repeatedly tweaked and it is still not giving results, that strategy won't just work.
 
When there's ineffective risk management. emerging disruptive technologies and evolving customer needs.when you forget to mitigate internal risks.
 
Negative feedback or indifference may signal misalignment with customer needs. Like example of Microsoft, the company abandoned its Windows phone strategy after years of poor market reception.
I abandon projects that don't pay early to protect business capital. Holding to a business that is rejected by customers is a waste of time and effort that could be generating profits elsewhere.
 
I think when you are completely sure that you have done or tried everything, then it's safe to say the strategy is not working.
