Buying real estate property in a rural location: Is it a complete loss?

My dad bought a house in a rural location. As it stands now, the monthly rent in that house is less than a dollar. And the tenants are struggling to pay that. I am talking of a houe that is fairly equipped with utilities. Is buying a real estate property in a rural area a loss?

Any place has a potential to develop. First, it would he cheap. And it would appreciate very slowly. Just hold out for ten years
