Can I open a branch of my company within the same axis of the base office?

A business that has grown and expanded wants to open a branch. And the advise is that the branch should be far from the head office. The space they have seen is just ten minutes drive from the base office.

Must a branch office be necessarily far from the head office?

There might be problems within a particular location that might make a business to cease operations. Locating other branches in other locations would still allow the business to run in other places even when some locations of the business can't work.
