Capital or business idea, which one come first?

Capital or idea which one should come first? Do you need to make money before thinking about what to do with the money? I think idea should come first before money. Idea is the first step before anything. There are people with money but are seeking for ideas where they will invest their money.
What is your opinion on this?

I would say idea comes first. If you have a good business idea, you may seek investment from venture capitalist or use your savings to start the business.

To think of an idea comes first before executing the amount of capital. Planning follows after having the idea of what kind of business to create. No idea but having money means nothing to push through. That money may land to other things.
