I joined Coinbase around October 2012, while Coinbase launched in June 2012 and is based in California, USA. The Coinbase wallet, on the other hand, launched around 2018. Initially, when I joined Coinbase, I didn't need an ID card to verify my account. However, recent government regulations forced Coinbase to require user verification and proof of address. Currently, there are two platforms: the Coinbase exchange and the Coinbase wallet. While both can be used to store, receive, and send crypto, they have different functions, user controls, security, and more.
 
It seems like the Coinbase wallet is available globally but the Exchange is geo-restricted for people from third world countries.
You are absolutely right! I have the wallet but i could not be able to trade in the platform. That's remind me that i need to uninstall the wallet from my device.
