Contractual workers receive small pay

That is what I notice in some establishments in the city where I live that contractual workers receive small salaries. For me, it seems unfair. Although they are contractual workers, but their skills are permanently instilled in them. They do not follow the minimum standard of payments for the contractual workers as mandated by the law. Other establishments are fair; they follow the law, and probationary workers feel confident. Since they are not permanent, they have to save a lot, and if possible, they have to live minimally while waiting for the next luck of job.
