Credit card online payment blocked though credit card not delivered

Some of the top tech, internet companies have been running a massive online financial fraud on a domain investor, who finds that though the issuers have not delivered the credit cards, they are blocking the credit card online payment. Has anyone else faced this problem of credit card payment being blocked?

I haven't experienced this and I don't know how this can work. The one experiencing this has to look.for a way to addressed this.

It is very inconvenient since the domains are expiring because the credit card is not delivered. The internet companies here are openly involved in credit card fraud falsely claiming that greedy government employees, who do not pay credit card bills, own the credit cards of private citizens.

I have never experienced this before since we don't use credit cards here but if it's blocked, it's possible it might be from the card company?
