First you need to determine whether the pages being deindexed should be indexed at all.

I’d recommend using Screaming Frog and Google Analytics to determine the amount of pages which are currently crawl-able and the number of pages currently getting traffic. Ideally these two number should be around the same range, although some site setups create a lot of low value pages which won’t ever realistically get traffic.

I use the program Screaming FROG to filter out unwanted pages. I think it's a good step to check whether pages deserve to be on Google or not. I plan to follow that advice to improve my website and remove all the junk now.
