The merchants are the ones scamming people by sending the order wrong. I ordered branded shoes and delivered to me was a box of plastic bottles. So , I did not pay .

When I was an agent with one of those delivery service I face this type of issue many times but I only manage to escape problem when one of them take the goods and disappear with it when I tried to go in and ask his were about I was attack so I have to pay the loss to the company

That was dangerous; you were attacked by the customer. You can sue that person. Why did you give the parcel when the payment had not yet been handed to you?

Yes that's true, that's one of the reasons why people tend to request for a pay before they start the job, just in case issues like this arise.
