No, in my country only need a general bank account no need for a business account, when I want to withdraw money from PayPal to a bank account then only need to withdraw from PayPal account there is no interference from third parties or government.
No, you can link a debit card to your Paypal account to send or receive payments. A bank account isn’t required.
Yes, I have a savings account linked to PayPal. When the money in my PayPal account accumulates to a certain level, I transfer the money to my savings account. But I don't think you need to have a bank account to use PayPal. You can send or receive money just using PayPal. And some of the online retailers also accept PayPal for payment.

In my country, there are only two banks exclusively affiliated for PayPal, only Union Bank and Bank of the Philippines Islands. Other banks do not have connections. My earnings go direct from PayPal to the affiliated bank.
