Cctv cameras are helpful but I don't think it's every business that needs it. While it definitely provides benefits like enhanced security and potential evidence gathering, requiring every single business to have one isn't necessary.
For example, a small neighbourhood corner store in a safe suburban area probably doesn't need as much surveillance as a 24 hour convenience store in a downtown location that sees more night time foot traffic. Likewise, an office-only business situated in a low crime commercial park wouldn't gain much compared to a busy retail outlet in a busy shopping centre.
To me, it's about each owner making an informed judgment call for their unique situation, weighing costs versus risks and balancing passive security with common sense precautions.
