Staff training is one thing that companies used to undertake before now. Staff would be trained and the company would handle the costs. Does it even make sense for staff to be trained at company cost given that loyalty of staff to organizations is very low now?

It is either they leave with the knowledge to start their own or they move to a competitor with better pay.

Should staff still be trained in an organization?

I think it still makes sense to train staff. Even if loyalty isn’t what it used to be, skilled employees make a company stronger while they’re there. Training can boost efficiency, reduce mistakes, and improve morale. Sure, some may leave after, but having a better-trained team often pays off in productivity and quality in the meantime.

What if the trained staff leaves immediately after they have been trained? And you don't even get to reap the benefits from the staff?
