Does low storage space actually slow down a device?

I mean the storage space is not the RAM or the processor. How come that the device would be slowed down in it's operation simply because the storage space is low? Is it true that low storage space actually slows down a device?
 
Of course: if you open the Task Manager (Windows environment), you'll see a resource named Memory, contributing to the percentage of the resources used by the device. The higher the amount of the employed resources, the less the device speed.
