Does the IP address of a mobile phone change according to location?

Does the IP address of a mobile phone change according to location or does it change when the mobile phone is restarted? When a mobile phone is at a particular location it is connected through a particular mobile tower, and when the location changes to a great extent, the mobile tower will also change. since each mobile tower has a particular range. Has anyone tried testing the mobile IP addresses?

I think l have experienced that case scenario in a couple of times. The Mobile phones up address really like to change with the location. That's why some website would uttest to that when l try to login at times.

I think it's possible, over here in Nigeria we often have this issue. It seems our IP address changes from time to time even when we are still in the same location.

l think that the IP address of smart phones do change with the location. That is why l oftenly being notified by email that a new IP is being logged in with some sites.
