Drivers snatching luggage of travelers

Some female travelers find that rental vehicle drivers are snatching the luggage from the trolley without their permission and keeping it in the vehicle to get more customers. Is this practice followed in your country also?

No, thankfully we hardly experienced this.it is not as if we don't have it at all but it is always very rare occasions

No this is not allowed, it's called stealing and i think the police needs to put in more efforts to catch those who are doing this.
