According to the report, a father accused of killing his 14-year-old daughter's alleged rapist announced he is running for sheriff because the "system failed."
The report also stated that Spencer was arrested in October 2024 after he allegedly killed Michael Foster, 67, in Lonoke County. The day of the incident, Spencer reported to the police that his daughter was missing. As police were on their way to Spencer's home, Spencer found his daughter in a vehicle with Fosler. Fosler had a no-contact order because he had stalked and raped the 14-year-old.
The report added that Spencer then allegedly shot and killed Fosler after a confrontation between the two men arose. The child's mother had thought Fosler might be trying to kill her daughter because he was wanted for a possible six to nine felonies and her daughter was the only witness.
In addition to the report, Sheriff John Staley noted that Spencer's case would be up to the Lonoke County Prosecuting Attorney's Office to decide whether or not to actually file charges against Spencer, according to Law and Crime.
Spencer is out on bond as his case remains ongoing.
