According to the report, the fuel crisis in Russia and the territories occupied by it is gaining momentum. In Transbaikalia and Crimea, gas stations are selling gasoline using special coupons. Russian media reported this. Residents of occupied Crimea say that 95-octane gasoline has almost completely disappeared from most gas stations. Where it can still be found, it is sold mainly with corporate cards. Fuel is mainly sold only to organizations and enterprises with special coupons. At the same time, the price has risen sharply; at a number of stations, a liter has risen to 69.95 rubles. The same situation is observed in the Russian cities of Krasnokamensk and Borzya in the Zabaikalsky Krai. According to eyewitnesses, there is no longer free sale of AI-95: the reserves are completely exhausted. At the filling stations of the Soyuz i K chain, announcements have appeared that fuel is available exclusively to organizations. At the Neftemarket stations, electronic boards have been switched off, and signs have been placed at the entrances confirming that gasoline is not available to private buyers. This fuel collapse was a direct consequence of Russia's aggression against Ukraine and international sanctions. The country that for decades boasted its status as the "world's gas station" turned out to be unable to provide its own population with gasoline.

The report also stated that in the first eight months of 2025, the price of gasoline on the exchange has soared by almost half, breaking historical records. In connection with this, on August 14, an urgent meeting was held in Moscow with the participation of Deputy Prime Minister Alexander Novak and the heads of the largest oil companies. This was reported by the Russian pro-government publication Interfax, citing informed sources. According to Rosstat, prices at petrol stations are now 11% higher than in August last year, while official inflation is 8.2%. The situation is even more tense on the stock exchange: the cost of AI-95 petrol has broken records for five trading days in a row, reaching 80,206 roubles per ton. Since the beginning of August, this grade has risen in price by 7%, since the beginning of summer by 32%, and since the beginning of the year by 47%. Since the end of December, AI-92 gasoline has jumped by 34%, reaching 69,390 rubles per tonne, the highest since autumn 2023. According to sources, fuel reserves on the independent market are almost exhausted, and quotes are already leading to losses. " Independent gas stations lose several rubles on every liter of gasoline purchased on the exchange.
