Government agencies refuse to admit that they are duped

Some well connected married women and other cheaters falsely claimed that they had online income using robbed data which the government blindly believed to pay all the frauds monthly government salaries since 2010. Though the fraud has been exposed, the government agencies refuse to admit that they have been duped. How can the fraud victim get justice?
