Then protest, criticize and don't let off of the government until they do something about it.

As long as you got breathe in your country, don't ever let the government breathe easy. Now, granted, its' probably easier to say that being an American but still, citizens need to keep a close leash on their elected officials and by extension by civil servants whose taxdollars pay for them.

As for the question? It depends on the country; the lesser the rule of law applies, the higher amounts of corruption you will likely see.
