Government offices related to public work are being ruled by illegal agents who extract bribe.

My city's government offices are being run by illegal agents, especially the municipality, transport office and the revenue office. The municipality agents extract bribe from a area before building roads and drains and if not given don't do the work. The RTO( regional transport office) agents extract bribe to issue driving licenses or to transfer ownership of a vehicle. The revenue department doesn't register any land unless the tehsildar gets a bribe.
