For me l have really seen no difference between the people living in towns and those in the village. The reason being that nowadays we have very harsh climatic conditions that doesn't support the growth of food crops. With that response, the purchasing power becomes as higher as that in the rural areas.
 
Sorry to hear about the sad story of your climate. It's difficult to fight nature. Observe the months that this occurs to prepare for the worse, to mean to stock resources like food stuff and big pots so you can at least plant spices and vegetables.
