There are some persons who have cheated me in the past, but there was no action taken against them about the issue.
If you are not a high ranking and influential person yourself, people would always cheat you and go away with it.
So far, I have not been cheated by anyone. If I do, depending on the seriousness, I may report to the police.
Those who have not been cheated are lucky. Since 2010, I have been cheated of a very large amount every year by powerful people in the internet sector who hate me, and other than complaining I could do almost nothing .
