You can make investment in real estate through multiple methods. You can not only invest in ready-to-move-in properties but also in properties under construction. Many developers sell properties before they are built, which is basically called pre-sale. Pre-sales help developers raise funds needed to complete construction, whereas investors can start investing through small amount.

Not yet, I haven't gotten into pre-sale real estate investments . Still weighing the options and doing my research.

I have not invested like that. It requires millions of capital. I have an inherited property, and it is rented yearly. Though I am a real estate agent, I have not done business like that. I am only after commission.
