Housewife admits that she does not have credit card, yet government agencies make fake claims

A housewife mainly cooking, cleaning openly admits that she does not have any credit card, she uses her husband's debit card for online shopping. Yet since 2010, the government agencies, tech and internet companies have been falsely claiming that she owns the credit card of a single woman, to give her monthly government salary at the expense of the single woman. How can the single woman end this credit card, financial fraud of top tech, internet companies and government agencies ?

i believe reporting to the right agency would help to sort it out. Why would anyone want to defraud an innocent person this way.
