So many companies offer sales of stocks of their companies to the public. Amongst all of the companies stock in offer, some might be scam. How can those scam ones be identified?

Do you know the conditions and process for issuing an IPO so that you accuse a stock scam and where do you buy stocks? Although it is possible to manipulate stock prices, currently, manipulated stocks are easy to spot. I often hunt for IPOs in the primary market but what I analyze is not a scam stock.
Are they companies that do this. Pardon my ignorance as I have never heard of scam stocks before now
Here, offering sales of stocks to the public has to follow a set of procedures. It is not easy to offer scam stocks for sale.
