How can you institute punctuality as a amongst the staff of an organisation as a business owner or manager?

When you build a system that institutes punctuality and there is punishment for lateness, punctuality would naturally happen amongst the staff.
Sure, when a sanction or punishment come with it defaulting a lot of people would take it seriously.
 
When I was working full time for a company, if a staff is late to work, s(he) has to go to the manager's room to sign his/her name. No one wanted this embarrassment. This works quite well.

Some people won't even see it as bad enough. They always have ready made excuses to give and make it look genuine and deserving of pity.

Oh well that's humans for you. They are always devising means to get themselves off any hook which is too bad.
 
Yes they should be a rule for that and then there should be a penalty for such as well .
Yes as long as they come in to meet this rule, they would want to work hard to ensure they don't fail it.
