How do charming cheaters convince everyone that they are honest ?

I have noticed that almost everyone including government agencies blindly believe in some charming cheaters though it can be legally proved that they are telling the truth using financial records. Do most people believe in the charming cheaters because they are good looking, glib speakers or because they are able to manipulate people properly, exploiting their weakness?

Well, different factors come to play here. Some might just be lucky to meet guilible people that believe their stories and they get away with cheating

Well, they have the power to deceive the government with their words, power, and influence. If they can deceive the government, what more those people not in power?
