How do I determine a productive staff for promotion?

When it comes to determining if a staff is really productive, what are the variables and parameters to be considered? Is it by the ability of the staff to meet turn in times?

Trying to promote a staff based purely on productivity, what should you consider to make that decision?

For me, I would look at the efficiency of the worker in terms of quantity and quality of their work. If they have low margins for errors, they are productive.
