How do older financial fraud victims pay expenses?

A large number of victims of financial fraud like digital arrest are older citizens, and lose most of their savings. The recovery rate is also low, and it is difficult for the older fraud victims to get any paid work. In these cases, how do the older fraud victims manage to pay their daily expenses, after losing their savings?
