How do you convert a jpg file to pdf?

Files in jpg format are mostly image files. A particular service wants files to be submitted in pdf format. And the files they want are basically pictures saved in Jpg format.

Is there any tool online or offline that can be used to convert jpg files to pdf format?

There is a site called smalpdf dot Com. On that site, you can upload jpg files and they get converted to PDF all free. And you download the converted pdf.

JPEG files at mostly ment for pictures, there are tons of free and paid apps on both play store and the app store you can use.

I think one can even import the jpg picture into a text document and save as Pdf. But that is a very long process.
