As far as the webmastering is concerned, what are the best tips that are supposed to be put in place so that the website stays up and running without facing downtimes or errors on the page loading ?

This could not happen even if you have the best VPS and best Cloudflare protection and a team working 24 hours a day. Downtimes or scheduled maintenances always happens.

Any website has the potential to go down if the hosting you are using has an issue unless you run the servers yourself in which case, you are the one who maintains them.
I guess if you know in advance that there is going to be some downtime, you can let people know who frequent your website but for unscheduled downtime, unless you can fix it yourself, all you can do is wait.
