How does a business make the most of off peak periods?

Off peak periods in a business day are the times that customers don't come in their droves to patronize the business. It always seems activity is slow during off peak hours. How can a business truly maximize the off peak hours?
 
I think they can use this period to organize themselves, look for new ways to attract customers, study their competition and so on, instead of just waiting for customers to come in.
 
Off peak period is when to sit down and plan on how to have a larger number of people patronize you. Carve out another niche of people to patronize you (like from selling children's wears to adding elderly chief attire) and also think of creative ways to advertise and catch your customers attention. It's also a good time to relax and unwind.
