I have a friend of mine that needs to be a writer and they are required to have a writer's website for managing their writing samples among other posts. How much should they are supposed to budget for that?

It actually depends on the person who is going to do the service and the level of quality of the website required, as for me, I'm a developer, and the lowest price can be 200 dollars, depending on the features the price might rise to 5000 dollars

When I set up my own website, I spent nearly $100, and that was a long time ago. I’m sure prices have gone up since then, so you might need to budget over $150 to create a simple writing website.

If you have a domain and hosting, it costs zero dollars as wordpress is completely free. If you have to buy a domain and hosting, it cost around $30
If you want a simple website, it will cost you almost nothing. Except you want to have your domain and hosting. I have a simple wordpress blog which cost bothing to open. I need to buy domain and hosting which will cost around $50 for 6 months.
For me l am on my way to the creating of a simple writing website. I really need a platform to showcase my writing work for sure.
Technically you could do it for free, and pay for a domain name. Free hosts aren't as reliable as paid hosts, you might experience downtime/slow servers free you go the free route.

My niece is an online writer. Her employer is an Australian. She's paid in 4 figures monthly. Before she was hired she was instructed to create her website so all the writings will be gathered there by her employer. She paid a domain worth $100 payable yearly
Free hosting is just of a trial period then you need to pay for a plan they are not working free forever. 99 percent are like this.
You can use nekoweb and neocities to host a free website or blogger & wordpress. They’re designed to help you learn and gain experience. They are free forever.
They do offer paid versions, but i’d recommend going with a better hosting provider for that.
