I think that it should be a rule that every financial organisation should deploy encryption technology is accessing and communicating with their database.
It appears that in some country the government databases with tax id are not secure, citizens are finding that their tax id personal information is being changed without their permission and the government agencies are also refusing to providing information on what basis the tax id was changed.
I think that depends on individual financial service provider. Some are very vigilant in security while some may not be that careful.
