I think the next of kin would have to go to the bank directly, then explain what is going on with enough evidence.
This is a difficult situation. If the person is hospitalized and cannot sign any documents, it is very difficult for another person to access his/her account unless the hospitalized person has authorized someone to access the account before his hospitalization.
