Some people just intentionally give a bad review for a business in order to bring it down. It can be sponsored by a competitor just to tarnish the image of the business. How does a business know the negative review that is from malice?
 
If it's just all complains without any details of what the problem is or being specific about the issue, then it might most definitely be a malicious review.

For me, any review that exaggerates negativity is done with malicious intent. A review that would say that a product ruined his or her life is malicious.
