How to report an offensive blog on blogger?

I must say that blogger is one of the worst blogging platforms. They allow offensive websites and many stupid people have created ridiculous blogs using blogger. Doesn't blogger have any kind of policy that can help people report such kind of ridiculous blogs?

If you find a blog from a blogger that you think is abusive, such as collecting terrorist funds, harassing ethnicity, race, skin, religion, you can open Report Abuse, and write what your disappointment is.

Blogger does have a reporting system, but maybe they’re just not super active in cleaning things up.
