In my country it is mandatory to get licence from Food Ministry to start a food truck business.. The officials will come for inspection to check the hygenic & other criteria

That is for legality and no one is above the law. Al business operators must abide to have their business continue to do business or else, their license will be confiscated, and pay the penalty.
