I rate a business that doesn't take calls during official hours very low.

Any business, no matter how classic it's products or services is, if it can't take calls, such a business is rated very low by me. When customers call the official line of a business during working hours, they may be trying to place an order, make enquiries or anything. A business not taking calls during official hours is unprofessional.
 
What about in a situation where they are constantly attending to people online, hence they don't take calls or hardly reply calls cause it delays their online response?

A business needs a dedicated staff to handle calls if the owner is so busy attending to people online. Even if it can't take calls, it should call back numbers that tried to reach it through its business line within an hour of receiving the call. That's just being professional.
