If you were to hire someone, what would you value most?

I wonder if I were to hire someone, would I choose someone according to my profile and my values? I think that the HR department of any company does this, which I think is unfair because each person is different. If they are not acting in bad faith or have a criminal record, I think it is valid for everyone to take a test to pass an interview. What do you think of this idea?

If I am to hire anyone I would first consider their knowledge in the particular position I am hiring them for, the next would be their character.
