Yes, An act can be considered immoral even if it's legal, and vice versa. morality is a matter of personal and societal ethics. like abortion is morally wrong, even though it's legal in many places.

Abortion is illegal in a country when it is not recognized by the law being approved by the law making in the land whereas in some countries where abortion is legalized then the mother will not be jailed. However despite legal in a certain country but in the eyes of God it is morally wrong.
